The elevator access is a special favor that you can put in your loadout before starting the Gold and Shark mission. However, it cannot be bought from the shop like the other favors, as it is an RNG drop that you may or may not get after completing heists. There is no guarantee that you will get it every time you complete heists, so keep playing, and hopefully, you will at least get one.
After you use the Elevator Access favor for the Gold and Shark Mission, the elevator doors will open up on the left side of the main vault, near the staircase.
Then, Just drop down to the elevator below, open up the elevator ceiling door, and go inside the elevator. From there, just keep going straight ahead till you reach the garage area. Thus, this is the perfect route for carrying bags to the van.
