Arkant Archipelago has some complicated locations, but it is worth exploring. There are multiple references in the game to its deep, dark secret, which you might be curious about. 

To uncover the Secret Place in Arkant Archipelago, you will first need to find the entrance. There is one near the big whirlpool in the southwest area. However, you won’t be able to open the gates right away. To unlock the gate, you will need to activate the whirlpool. This is possible only at the end of the game, just before the final boss. When you encounter a secret merchant after exciting Raminas Tower, he can sell you a Diving Bell. This is the item you need to unlock the gate to the secret place.

Another entrance is near the big platform in the southwest of the southeast island. If you don’t need the requirements, you will be shooed away by a villager. As you will come to know, the secret place is actually a Phioran village. To unlock this entrance, you will need to increase your clan level to Rank 3 or more. Once you do, the villager will recognize your clan and allow you inside.
