Currently, Starfield does not allow players to respec their skills. There is no in-game option that supports this, however, there is also no cap to how much you can level up your character. Every time you level up, you will get a skill point.

So, basically, the sad and frustrating reality is that you will need to spend a lot of time and energy unlocking skills from the other skill trees. But utilize your time carefully as there are over 80 skills.

Bethesda can introduce this feature in a future update, but take this speculation with a grain of salt. Skyrim did get a respec option with the Dragonborn DLC, but Fallout 4 never got one. So, it just depends upon the feedback Bethesda receives. Fortunately, it does seem like the fan base is pretty vocal about adding a respec feature to the game.
