To upgrade weapons and amulets in PoP TLC, find Kaheva, The Blacksmith in The Haven, and buy upgrades with Crystals and Azure Damascus Ingots. The Haven is one of the first areas you’ll unlock while progressing the main story, so don’t worry about missing it. As for the blacksmith, you’ll find her on the top left side of the Wak-Wak tree.
The first upgrade will only require Time Crystals, while any further upgrades on the same piece of gear will also require Azure Damascus Ingots. Time Crystals are fairly easy to obtain since you can get them by killing enemies and bosses, solving puzzles, opening chests, and breaking crystals around the map.
However, the ingots are a bit harder to find. To get Azure Damascus Ingots in PoP TLC, you must solve various puzzles around the map and progress the story.
