To start the quest Stolen Goods, make your way to Oresrush in the Wildlands of the western continent of Solistia. Once in the town center, you will encounter an NPC with an orange dialogue bubble, indicating that he has a side quest available. The quest involves helping a peddler whose goods have been stolen. You’ll need to locate the stolen goods. These are in a little cabin in the Foundry area north of Orerush’s town center.
