When it comes to particular vendors, you can get Titanium from the New Homestead Store on the planet Titan in the Sol System and the UC Distribution Center on the planet Jemison in the Alpha Centauri System.

In our experience you can find Titan from other vendors as well, but these two specific stores guarantee a constant supply of Titanium.
