To begin, you need to change the in-game time to the appropriate hour. Wait or adjust the time between 8:00 and 12:00 on the following day. This will make the quest available to embark upon.

Step 1: Finding Iaune in Palais Mermonia
With the adjusted time in place, head back to Palais Mermonia. Inside the building, locate Iaune, who can be found sitting by a table, hunched over his desk. Initiate a conversation with him to progress further in the quest.
Step 2: Seeking Out Estelle at Fontaine’s Smithy
